New York has a progressive income tax; 2026 withholding brackets start at 3.9% and rise through the schedule, with a separate top-rate method for very high earners. Withholding subtracts an annual deduction allowance ($7,400 single / $7,950 married) plus $1,000 per IT-2104 exemption. The withholding schedule has non-monotonic 'recapture' bands where the marginal rate briefly spikes (11.44% single / 13.49% married) before dropping back.
Local tax can apply on top of the state's share. New York City residents pay a separate NYC personal income tax, and Yonkers residents and workers pay a Yonkers surcharge, both withheld in addition to state tax.
